California 2025 Pro Bono Report

Published on 8 September 2025 The 2025 California Pro Bono Report provides a data-driven look at the pro bono ecosystem within the state. The report draws on data from 67 legal services organizations and highlights how the sector is adapting to post-pandemic realities and new regulatory requirements.

This 2025 Pro Bono Report shows where pro bono attorneys have the most impact. 

California has not previously released a report on the landscape of pro bono in our state. Other states have released such reports, often in response to developments such as pro bono reporting, mandatory pro bono, or other initiatives aimed at increasing pro bono involvement in the state. Consequently, this report serves as a baseline anchor for understanding pro bono trends in California.

This year’s report highlights:

• Understanding the demand for pro bono services;
• Current innovative partnerships between firms, corporations, and nonprofits; and
• The evolving role of pro bono in expanding access to justice.

The report draws on data from 67 California-based legal services nonprofits, state and national reporting, and offers insights, case studies, and recommendations for strengthening the pro bono ecosystem.
